With reference to your letter of the Instant. I am desired by the Lords Commissioners of Her Majesty's Treasury to acquaint you, for the information of Mr Secretary Cardwell, that my Lords will not object to the Continuation of Recourse & Expenditure of Hongkong Revenue for the year 1866, or later confirmation of the Appropriation Ordinance 1865 to apply $745,000 later service of the year 1866.
Their Lordships approve of sanction being given to the items of Expenditure to which Their attention has been specially drawn.
